To qualify for the GS-14 grade level – All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Organize and direct complex and sensitive investigations of financial fraud (i.e., contract or grant fraud), program integrity, and employee misconduct; (2) Utilize criminal investigative techniques such as rules of criminal procedures, laws, precedent court decisions concerning the admissibility of evidence, constitutional rights, search and seizure, and related issues in the conduct of investigations; (3) Analyze complaints and requests for investigations to prioritize initiatives and scope of assignments based on factors such as jurisdiction, mission impact, and resources; (4) Provide representation to internal and external stakeholders as a financial fraud, program integrity, and employee misconduct subject matter expert; (5) Provide expert-level investigative guidance to field components regarding EPA programmatic investigations, to include performing analysis of program data and making recommendations concerning investigative case development; and (6) Assist developing special investigative projects designed to identify systemic weakness and fraudulent activities. In addition to the above specialized experience, applicants must also meet the selective placement factor listed below: Selective Placement Factor: Law Enforcement Training: You must have successfully completed and passed Federal Law Enforcement Training Center’s Criminal Investigator training program (CITP), OR an equivalent and recognized federal law enforcement training program. Your Federal Law Enforcement Training Center’s Criminal Investigator training program (CITP), OR an equivalent federal law enforcement training program certificate of completion MUST be provided at the time of application. Failure to provide the certificate of completion or equivalent at the time of application will result in an incomplete application and will not receive further consideration.
