This is a Detail/Temporary Promotion opportunity- Not to Exceed 120 days ** Employees appointed on a Title 38 or Hybrid Title 38 appointment are not eligible for this administrative Title 5 detail. In accordance with VA Handbook 5005, Part III, Appendix N utilization of Title 38/Hybrid Title 38 employees appointed under 38 U.S.C 7401(3) and 7405 for detail or temporary promotion in competitive civil service positions is prohibited. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement (If you have not held a GS grade at any time in the past 52 weeks for example, are a current Federal Employee in a different pay system, i.e. Wage Grade, this does not apply to you). For a GS-09 position you must have served 52 weeks at the GS-07. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Per the office of personnel management, candidates for the Training Specialist occupational series must meet one of the following in addition to the specialized experience for this position. You may qualify based on your experience and/or education as described below: Education Undergraduate and Graduate education: Major study – education or a subject area related to the position to be filled. OR Experience Specialized Experience (for positions above GS-05) Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the above Individual Occupational Requirement (IOR) and Time-in-Grade, applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Knowledge in applying staff and organizational development concepts and practices to include adult learning principles as well as consultative skills to identify and resolve a wide range of complex, interrelated organizational problems and issues. Knowledge of VA and VHA training and development objectives and employee and leadership development principles and practices. Knowledge of principles, practices and techniques of adult learning and adult continuing education. Knowledge in the use of needs assessment techniques to identify staff education as well as training and development needs that will responds to appropriate interventions and will likely result in improved managerial functioning, system effectiveness, and/or customer service Knowledge of training aids and technology needed to meet the objectives and goals of training. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree or, 2 full years of progressively higher level graduate education leading to such a degree or, LL.B. or J.D., if related; The major study must be in an education or a subject area related to the position to be filled. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours that is less than one year. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). Preferred experience, but not required: Three years as an Instructor/Trainer/Educator. Specialized experience with conducting training in both face-to-face and virtual environments. Specialized experience training a diverse workforce in a government or medical setting. Experience with Prevention and Management of Disruptive Behavior (PMDB) Training. You will be rated on the following Competencies for this position: Communications Customer Service (Clerical/Technical) Education and Training Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
