BASIC REQUIREMENT(S): General Schedule Qualification Standard Link: Nurse Series 0610 (opm.gov) Note: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Education for Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher-level degree in nursing from an accredited educational program in the area of expertise or specialty indicated of the position to be filled. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Areas of specialties for positions at these locations may include, but are not limited to, Anesthesia, Midwifery, Family, Psychiatric Mental Health, Emergency, Pediatric, Women’s Health. Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Advanced Practice Nurse Positions: Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position. Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. The Hiring Manager/Selecting Official may elect to utilize an available flexibility wherein applicants who are currently enrolled and expected to complete the required education and obtain the required licensure/certification/registration within 9 month(s) of applying, may be deemed tentatively qualified. Basic Requirements for the GS-9 (or equivalent) Grade Level Applicants who meet the above APN education and licensure requirements qualify for the GS-9. Applicants currently enrolled in a professional nursing program and expect to obtain APN licensure within 9 months. Basic Requirements for the GS-11 (or equivalent) Grade Level In addition to the above APN requirements, applicants must meet one of the following requirements: Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field. At least one full year of professional advanced practice nursing experience (equivalent to the GS-9 grade level) Basic Requirements for the GS-12 (or equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional advanced practice nursing experience equivalent to the GS-11 grade level. Basic Requirements for the GS-13 (or equivalent) Grade Level In addition to the mandatory license and education described above under Basic Requirements applicants must have at least one or more full years of professional advanced practice nursing experience equivalent to the GS-12 grade level. Grade Determination: In addition to the basic qualification requirements, the grade level of an APN is based on a combination of education and experience. Beyond the minimum education requirements, grade determination for appointment, advancement and promotion will be based upon a combination of many factors and aspects such as continued professional development (formal and/or informal education), clinical performance, judgment, outcomes (at the service level and beyond), leadership and interpersonal skills that influence, inspire and motivate others within their program/service or beyond. As the APN acquires the knowledge, skills and judgment that accrues with experience, the privilege of increased authority for patient care and service in administrative roles is expanded as applicable. Time In Grade (Merit Promotion Candidates Only) Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
