Qualifications required: The applicant will be asked to design and implement key pieces of the architecture of CISA’s newly created Leadership and Talent Development Program. The incumbent must establish its mission essential functions and align all resources to best meet those requirements. This includes the aligning of human and contract services so they can efficiently support the core leadership training and development priorities of the organization moving forward in a budget constrained environment. This branch currently has seven civil servants and contractor support. Leadership and Oversight to Agency-wide Leadership Training and Career Development Activities: Leads and oversees the development and implementation of Agency-wide strategies, policies, plans, programs, courses and initiatives for the development of the current and future leaders of CISA. This includes launching a new Leadership Development Program for CISA. Staff Supervision: Participates in the selection, staffing, resourcing, and assignment of workload for a team that provides comprehensive and timely learning, development, and T&E mission support to Agency components to enable the effective and efficient execution of Agency missions. Needs Assessment: Works with Divisions and Offices to collaborate on assessment of LD&E needs for executives, managers, supervisors, and staff engaged in a wide range of occupational categories. Strategy: Develops and implements an integrated an LD&E strategy for the Agency workforce. The strategy identifies key actions to be taken at the Agency level that will further unity of effort and support Agency components in the delivery of effective learning and development programs.
