Basic Education Requirement for 1102 Series: Degree: Bachelor’s degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Official Transcripts must be submitted with conferred date.) OR Exemption: You are exempt from the education requirements above if A) You current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000;OR(B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience at the NH-03/GS-13 grade/level which includes: 1) Experience managing branch or higher level entity to ensure agency programs are supported; 2) Providing expert technical advice for contracting pre-award and administration; 3) Performing administrative and supervisory duties for assigned division, to include mentoring; developing acquisition plans/strategies to assure timeframes, goals and work requirements are met; 4) Applying state of the art contracting techniques, such as non-FAR based contracting efforts; and 5) Developing policies and procedures for work involving the evaluation of contract price proposals, advertising, negotiation, administering and/or termination of contracts for procurement of supplies, services, or research and development. All Current Federal Employees MUST attach the MOST recent SF-50 for consideration. Without the MOST recent SF-50, your application WILL NOT be considered. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
