Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Job Family Standard for Professional and Administrative Work in the Accounting, Auditing, and Budget Group. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Have three years of general experience of which one year was equivalent to the next lower pay band NH-01, or grade level GS-04, or equivalent, that was at a level close to the work of this position that has given me the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the general experience must have been equivalent to the next lower pay band (NH-01) grade level (GS-04), or equivalent. General Experience is described as the ability to analyze accounting problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, regulations, policies, processes, and computer systems related to operating budget preparation, execution and financial management program management. 2. Knowledge of DoD missions, functions, goals, objectives, work processes, and sources of funding pertinent to programs and organizations. 3. Knowledge of sources of factual information about and related to process of financial analysis, such as that found in accounting reports, work reports, or inventory and supply data. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget and financial management issues. 5. Knowledge of DoD automated data processing concepts and financial management systems capabilities to accomplish financial management requirements. 6. Skill to plan, organize, and conduct information gathering and to work with management to accept and implement recommendations for improvements involving resources, projects, workload, and/or financial issues. 7. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on financial and budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
