HR Specialist (Employee Relations/Labor Relations)

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational AND/OR (2) Specialized Experience for the series/grade to which you are applying. To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Assisting on a broad scope of employee relations matters, to include at least two of the following: performance, discipline, reasonable accommodation, and grievances; AND 2. Providing advice or assistance to management on labor relations matters; AND 3. Assisting with the preparation of correspondence to managers to persuasively support ER/LR recommendations; AND 4. Participating in administrative investigations concerning employee misconduct and reports of workplace harassment. MUST MEET ALL 4 OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Providing advice and assistance to supervisors and employees on a variety of employee relations matters, to include at least three of the following: performance, discipline, reasonable accommodation, and grievances; AND 2. Providing advice and assistance to management on a variety of labor relations matters to include negotiations with labor unions on changes in working conditions; AND 3. Drafting briefings and/or correspondence to managers to persuasively support ER/LR recommendations; AND 4. Conducting, managing, assessing and/or advising on administrative investigations concerning employee misconduct and reports of workplace harassment. MUST MEET ALL 4 To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Serving as a consultant and advisor to employees and supervisors on a wide variety of employee relations matters to include performance, discipline, reasonable accommodation, and grievances; AND 2. Providing advice and assistance to management on a variety of labor relations matters to include negotiating with labor unions on changes in working conditions and collective bargaining agreements; AND 3. Developing and presenting briefings and correspondence to managers to persuasively support ER/LR recommendations; AND 4. Conducting, managing, assessing, and advising on administrative investigations concerning employee misconduct and reports of workplace harassment. MUST MEET ALL 4 Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
