QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below. ECQ 1 – LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. ECQ 2 – LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 – RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 – BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 – BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 – Communication: Expert skill and ability to communicate with senior officials verbally and written to build relationships across the organization, break down silos to convince audiences of all levels, including outside agencies and private sector representatives with divergent and conflicting views on issues involved. MTQ 2 – Budget, Administrative planning, and Executive oversight: Senior level management experience and skill in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization’s mission while adhering to the laws and regulations governing administrative programs, internal operations, and services; and Experience leading overseeing, managing, and providing strategic direction to other executives and/or senior-level officials. MTQ 3 – Program/Policy/Project Analysis and Evaluation: Extensive knowledge of the substantiate nature of cognizant programs/policies/projects (and their interrelationships among other programs/policies/projects) in creating new lines of inquiry or analytical approaches that provide data for a more effective and economical operation. MTQ 4 – Trade Related Organizations: Expert ability and skill to influence top management officials to accept recommendations that insure and enhance efficiency and balance in the development and execution of operating programs. Ability to develop and further alliances with external groups, i.e. other agencies and governments, corporate and financial institution executives and other client groups. MTQ 5 – Financial Transactions and Portfolio Management: Broad knowledge of domestic and international financial institutions and international banking practices; the structure of the financial services industry; and broad understanding of the relationship between the financial system and international, national, and regional economic conditions.
