Specialized experience is defined as: GS-11: One year of specialized experience which includes: evaluate a variety of personnel programs; research personnel issues; and provide Human Resources advice and assistance to management within the command. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). GS-12: One year of specialized experience which includes: plan and evaluate a variety of personnel programs; analyze methods to solve complex personnel issues; and apply Human Resources principles, practices, and concepts to develop recommendations for changes to Human Resources plans and programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). GS-13: One year of specialized experience which includes: plan, administer, and evaluate a variety of personnel programs; provide solutions to be taken in complex or difficult matters dealing with personnel issues; and develop policy, regulatory, and procedural guidance for various Human Resources Management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Human Resources Management Problem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
