Physical Security Specialist

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. The ideal candidate will be able to demonstrate the following: Interdisciplinary knowledge of the principles, theories, and practices of physical, Interagency Security Committee standards, Federal Identity, Credential and Access Management (FICAM), National Industrial Security Program Operating Manual (NISPOM) policy and best practices for the protection of Federal facilities. The ability to engage in decision making regarding: physical security assessments; operational issues for complex security programs and systems such as access controls for Federal Identity, Credential and Access Management (FICAM) compliance and closed circuit television (CCTV) systems and/or designing security systems for co-located and distant facilities. Knowledge of industry standards and (Federal) regulatory requirements, policies, practices, and programs applicable to facility security, information security, and security operations. Experience in responding to facility emergencies and performing safety and security related duties The ability to plan and conduct complex and innovative security and safety exercises. Including the ability to develop and implement successful approaches to problem solving and conflict resolution with multiple internal and external stakeholders. The ability to communicate complex technical issues, especially those associated with Federal facility security plans, physical security and access controls, clearly, both orally and in writing. Specialized experience for the grade 13 is equivalent to the next lower grade (GS-12) and is defined as demonstrated by 1) Conducting protective and physical security surveys; 2) Using subject matter content, instructional materials, and training techniques/methods to conduct formal and/or informal crime prevention and employee awareness programs; 3) Performing protective functions and responsibilities as established by policies, procedures, and regulations to promote, plan, and/or improve security systems; and 4) Analyzing and evaluating statistical data and crime trends for use in the preparation of oral or written reports on findings and recommendations for the protection of federal facilities, personnel and information, 5) Knowledge of Interagency Security Standards (ISC) and agency regulations, policies, processes and procedures, including Federal Laws and regulations, Executive orders and directives pertaining to the physical protection, 6) Skills in written and oral communications required to explain and negotiate requirements and/or implementation of program initiatives; ability to present findings and conduct formal meetings in a concise and professional manner.
This position is located in the Office of Administration (ADM), Division of Facilities and Security (DFS), Security Management and Operations Branch (SMOB). The supervisor is Denis Brady This position is not in the Bargaining Unit with the National Treasury Employees Union, Chapter 208. This position is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.
