NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as experience leading groups or teams in developing and/or implementing annual planning and/or performance analysis, and performing budget management functions. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of guidance related to the implementation of rules and regulations for the Office of Budget. Ability to coordinate, plan and schedule with other organization managers and customers. Skill in strategic planning. Extensive knowledge of budgetary management principles and processes, and basic environmental issues, policies and objectives of EPA’s programs. Skill in negotiation/collaboration. Technical knowledge and expertise in budget and financial payroll systems and schema. Strong skills in project management and leadership. Skill in conducting studies and evaluations to determine efficiencies and effectiveness of financial operations and processes. Skill in oral and written communication. Ability to plan, organize, and direct the functions of subordinate organizational units. Ability to mentor, motivate, and appraise staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
