Selection can be made at any grade for which determined qualified. May be non-competitively promoted to the interim or target grade, subject to meeting eligibility/qualification requirements, at management’s discretion. GS-09: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems. Examples of specialized experience includes: Utilizing principles, concepts, and theories of Continuous Process Improvement (CPI) standard practices, methods, and techniques to perform well-precedented assignments; Applying analytical techniques and evaluation criteria to the measurement of program effectiveness and/or organizational productivity; and Developing modified work methods, organizational structures, management processes, and/or program administration procedures. OR EDUCATION: Master’s or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. (NOTE: You must submit a copy of your transcripts) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (NOTE: You must submit a copy of your transcripts) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of concepts and basic principles of continuous process improvement (CPI). Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic analytical and evaluative methods and techniques of functional areas related to CPI; Ability to analyze problems to identify significant factors, gather pertinent data, and develop solutions. Ability to plan and organize work and consult effectively with co-workers. Skill in various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Ability to learn the U.S. Government’s security classification system, and safeguard procedures. GS-11: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes: Applying quantitative/qualitative CPI process methods and techniques to issues or studies concerning the productivity and effectiveness of programs; Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; Planning, scheduling, conducting, and facilitating projects and studies to evaluate and recommend ways to improve the productivity of work operations; and Developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. OR EDUCATION: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. (NOTE: You must submit a copy of your transcripts) OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Quantitative and qualitative research knowledge, skill, and ability to upskill or otherwise leverage internal and external expertise as needed to effectively gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify changes, quantify and measure trends, while safeguarding classification and need to know. Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to Continuous Process Improvement. Critical, creative, and collaborative skills to develop innovative, feasible, and sustainable or survivable solutions to complex issues, including in a limited, degraded, or isolated environment. Ability to communicate effectively, factually, and compellingly (orally and in writing) to gain cooperation from others through tact and diplomacy. Knowledge of the Department of Defense organizational structure, key people, and the protocol/etiquette standards and procedures and administrative policies/practices guiding interactions, including interactions with Congressional and foreign national and subnational organizations; Knowledge of the United States government’s security classification system, and safeguard procedures. Knowledge of various office automation software programs, tools, and techniques to support and advance unit administration and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
