SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as experience in all of the following: Development, negotiation and administration of contracts or agreements that involve the ability to write binding technical documents between parties in the electric power industry. Multi-tasking on several types of contractual projects with various deadlines that involve researching, analyzing, and writing technical documents, and demonstrates positive written and verbal customer service experience. Researching a variety of legal and contractual subjects related to the utility industry. Working with the public, developing working relationships, and negotiating with internal and external customers. An understanding of SNR’s Marketing Plan and business practices. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position is part of the WAPA-SNR-Sierra Nevada Region. As a Public Utilities Specialist (Contracts and Energy Services), you will serve as a principal expert/project manager for developing and negotiating unique/complex multi-functional contracts for which there may be no contractual precedents or existing policy; develop and implement new policies; represent WAPA in presenting and defending power marking initiatives; and provide technical advice and guidance.
