To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience preparing and reviewing National Historic Preservation Act (NHPA) Section 106-related documents in order to achieve compliance with requirements related to historic preservation and cultural resources, for example, National Register of Historic Places eligibility determinations, cultural resources reports, Memoranda of Agreement, Programmatic Agreements, and/or cultural resources sections of NEPA documents. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of concepts, principals, methods, techniques, and regulations applicable to a wide range of duties involving cultural and historic resource issues. Strong working knowledge of Federal and State agency environmental regulations and practical knowledge of historic preservation programs, practices, and standards including requirements for consultation with sovereign Indian Nations. Ability to independently plan his/her own work, coordinate with other Environmental specialists and environmental engineers or subject matter specialist, resolve technical or administrative problems, and carry assignments through to completion. Skilled in oral and written communications to write and edit environmental documents, analysis related documents, and prepare staff papers, brief management officials, provide advice and policy guidance, and give training and technical assistance. Ability to prepare and review Section 106 of the NHPA documents related to transportation projects. The Volpe Center is seeking an Environmental Protection Specialist who will serve as a principal contributor/project manager with the responsibility for analyzing and interpreting the implications of Federal, State, and local environmental regulations. The duties are focused primarily on Section 106 of NHPA. The employee must be able to present complex, technical issues in a meaningful way to project stakeholders using effective communication and presentation skills.
