IT Contracts and Project Specialist (Open to both U.S. Citizens and Federal Employees)

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience performing COR functions for Information Technology projects, including but not limited to software development and IT Infrastructure and Operations. Experience producing procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Independent Government Cost Estimates (IGCEs). Experience reviewing and approving deliverables and invoices on various contract types, including Time and Materials contracts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Acquisition Strategy – Knowledge of the principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities). Administration and Management – Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Project Management – Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Problem-Solving (‡) – Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The applicant will serve as a Contracting Officer Representative (COR) for FMCSA’s Office of the Chief Technology Officer (OCTO), responsible for providing expertise in contracts administration and project management for IT projects, applying contracts management standards and best practices to ensure project success. You will work collaboratively with business offices and other project managers in the initiation, execution, and monitoring and control of IT contracts and projects.
