To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS-11 grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position has Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study — accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized Experience: Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist – Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision, instruction/counsel to employees. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist – Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist -Mobility Manager position. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: You will be asked to participate in a pre-employment examination or evaluation as part of the pre-employment process for this position. Questions about physical demands or environmental factors may be addressed at the time of evaluation or examination. The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center. The incumbent serves as a Supervisory Mobility Transportation Specialist – Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation.
