Time in Grade: For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade in the Federal Service. Specialized Experience: For entry at the GS-14 level you must have 52 weeks of specialized experience at the next lower grade level of GS-13 or at an equivalent level. Specialized experience is defined as the ability to: Lead teams performing research, analysis, and management of DoD programs, functions, and operations. Develop and execute project plans. Gather and analyze data to support planning group activities. Develop recommendations and corrective actions. Work with clients, project stakeholders, and participants to improve process efficiencies and effectiveness as it relates the mission. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience. Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
This position is located in the Office of the Department of Defense (DoD) Office of Inspector General (OIG), Deputy Inspector General (DIG) for Overseas Contingency Operations (OCO). The Office of DIG-OCO supports the oversight mission of OIG for designated OCOs. The incumbent serves as a Program Analyst within the Strategic Communications and Outreach directorate and is responsible for matters of interest to members of Congress, the Secretary of Defense, the IG, and interagency leaders.
