You must meet the following United States Office of Personnel Management’s (OPM) qualification requirements for the advertised position. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the GS-13 grade level in the normal line of progression for the position being filled. For GS-14 Grade Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-13; or its non-Federal equivalent that demonstrates analytical duties associated with, but not limited to; Managing, overseeing, advising, and Provides federal staffing and placement services in a human resources operations office, utilizing expert knowledge and providing sound advice in Title 5 serving as an advisor by providing expert technical advice and assistance on HR recruitment and placement policies, regulations and directives; identifying and analyzing complex recruitment and placement issues and developing sound and appropriate recommendations and alternative solutions; leading or supervising diverse groups of staff who provide complex recruitment and placement services. The level of experience must have included progressively responsible professional experience sufficient to show a normal level of progression and senior-level knowledge of the occupation. This level of specific experience should include: researching and evaluating laws, regulations, and precedents; developing solutions and strategies to address difficult and controversial problems; and, serving as an authoritative advisor to management and employees. Graduate Education: Education is not measured at this level. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
