Conditions of Employment Continued: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position is Emergency-Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes In-depth knowledge of organization missions and staff management concepts, principles, and methodologies related to military Command Post operations; in areas such as command and control, contingency operations, emergency actions, training and readiness, and military operations planning and reporting. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major Command and Control (C2) operations such as procedures, resources utilization, communications, documentation, reporting, training, or similar programs. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in contingency planning and execution of management administrative and technical procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of organization missions and staff management concepts, principles, and methodologies related to military Command Post operations; in areas such as command and control, contingency operations, emergency actions, training and readiness, and military operations planning and reporting. Skill to read, comprehend, and interpret command post communications such as operational plans, execution orders, emergency action plans and war orders. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; and apply agency safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
