To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to the GS-11 grade level in the Federal service (obtained in either the public or private sectors) which includes: 1) serving as a member of an emergency operations center or incident command system-based organization in response to an unplanned incident or event; 2) coordinating and/or supporting disaster deployment logistics in support of staff responding to an unplanned incident or event (within the scope of the National Response Framework or National Disaster Recovery Framework); 3) Briefing superiors, decision-makers, and higher levels of management on developing situations; and 4) Building relationships across an organization, or across multiple organizations or agencies, to support and/or maintain plans and protocols. To qualify at the GS-13 , you must possess one year of specialized experience equivalent in difficulty and complexity to the GS-12 grade level in the Federal service (obtained in either the public or private sectors) which includes: 1) Leading an organization’s deployment of staff in response to a FEMA-led or tasked mission (within the scope of the National Response Framework or National Disaster Recovery Framework); 2) Developing or maintaining mobilization guidance in accordance with regulations and organizational practices; 3) Liaising with cooperator organizations to negotiate, establish, and/or maintain agreements covering disaster funding, roles, and expectations; 4) Developing policy, directive, or high-level procedure with organization-wide impact. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/06/2022.
