To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/06/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Award 50’s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Communicate with many internal and external stakeholders and customers using highly developed oral and written communication Analyze and measure the effectiveness, efficiency, productivity and fiscal responsibility of internal programs and processes using qualitative and quantitative techniques. Plan, formulate and execute the Imaging Service budget and determine if funds are being used timely and appropriately to support programs, goals, and objectives of the service. Apply knowledge of performance management, personnel management, disciplinary actions, labor-management relations, as well as administrative personnel policies and procedures for Title 5, Title 38 and hybrid Title 38 employees. Ensure compliance with established policies, practices, procedures, and controls based on understanding of functional areas (i.e.: human resources, purchasing, supply and property management, financial management and budget and records management.) OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (transcripts required). [To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. Physical Requirements: The work is partly sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. Escorting patients to wards, appointments, or Imaging rooms at times is required due to emergency staffing situations. No special physical qualifications are required. This position directs and performs a variety of functions to include administration, human resources management, budget and finance, clinical management and program analysis, office/clinical support services, document control, logistics in support of the Imagining section of the GCVHCS. This position requires clinical and administrative expertise to facilitate interaction with all departments and disciplines across the facility and with partners in the community.
