To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience developing and implementing administrative and management service functions and activities to support program office operations. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience independently with little to no supervision planning, developing, and implementing administrative and management service functions and activities to support program office operations. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Demonstrated ability in areas related to administrative and management services functions such as human resource services, process improvements, workforce development, procurement, purchasing, financial tracking, contract management, property management, and internal controls. Demonstrated ability to gather and analyze information in order to plan, develop, and implement actions that facilitate efficient and effective performance of VSR administrative and management services and operations. Demonstrated ability to clearly, concisely, and effectively communicate, both orally and in writing, as well as listen and interact with customers, identify their needs, and respond in a timely and accurate manner, providing practical solutions to complex administrative, programmatic, and management issues. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The position serves as an Administrative Officer under the Associate Administrator for the Office of Vehicle Research (VSR, routing code NSR-010). The mission of VSR is to administer the vehicle safety research programs of NHTSA to support vehicle safety research, rulemaking, standards compliance, defects, and other programs and initiatives that seek to reduce traffic crashes and their resulting deaths, injuries, property damage, and economic costs.
