To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS09 position you must have served 52 weeks at the GS07, and for a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: FOR GS09- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but not limited to: knowledge of complex pertinent laws, regulations, policies and precedents, knowledge and thorough understanding of healthcare systems and management process, ability to analyze problems, formulate solutions and present both written and oral recommendation, ability to lead teams of high-level employees to address complex issues. ~OR Education: Master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. NOTE: If using education to qualify, a copy of your transcript is required. ~OR Combination of Education and Experience: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. FOR GS11- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but not limited to: knowledge of complex pertinent laws, regulations, policies and precedents, knowledge and thorough understanding of healthcare systems and management process, ability to analyze problems, formulate solutions and present both written and oral recommendation, ability to lead teams of high-level employees to address complex issues, Skill in conducting detailed analyses of complex functions and work processes as well as interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations, knowledge of and skill in applying special budgetary principles and practices, skilled in oral and written communication to effectively interact with officials of all levels to include PSAS, the PENTAD, VISN, and VACO, ability to prepare analytical compliance reporting and other written documents which present the facts, issues, recommendations, analysis, and actions. ~OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office. May require occasional travel to local outlying clinics. In addition, this position may include visits to manufacturing, storage, or other industrial areas and involve moderate risks or discomforts. The incumbent serves as the Administrative Officer (AO) and provides administrative support to the Chief of Prosthetics and Prosthetics and Sensory Aids Service (PSAS). The incumbent performs a wide scope of duties related to the fiscal, procurement, and administrative aspects of PSAS for the Main Hospital of the Oklahoma City VA Health Care System and the outlying clinics.
