To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations), knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied, knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization, provide accurate information, detailed knowledge is required about the VHA Directives, VA Handbooks, the Uniform Mental Health Services Handbook requirements, facility policies and procedures and MH Department Standard Operating Procedures, Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting, knowledge of Microsoft Office Products, Adobe Acrobat, VISTA, recognizes and identifies problem areas, formulates methods and procedures for the successful accomplishment of assignments, and initiates action to resolve identified problems, unusual problems arise, the Administrative Officer discusses with the supervisor and keeps him/her informed of progress, incumbent’s contacts span organizational boundaries at all levels of the Medical Center and associated CBOCs, to include executive leadership, service line chiefs, and other administrative officers. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The incumbent is the Administrative Officer (AO) for Mental Health Service, VA Montana Health Care System (VAMTHCS) located at Ft Harrison, Montana. (S)he has administrative oversight of Mental Health Services both acute and chronically eligible veterans, ranging from minor mental health problems to urgent care.
