To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title 5 position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. You may qualify based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience gained coordinating and monitoring the functions of administrative services in a healthcare environment; collecting data from multiple sources, tracking, and preparing reports; program and equipment resource manager; managing budget activities; assisting with contracting function; performing human resources management functions to include preparing and submitting recruitment, staffing, performance appraisals/standards, competencies and related areas; preparing letters, reports and presentations. OR, Substitution of Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (Transcripts must be submitted with application and must include coursework, grade/hours earned, and date degree conferred, if applicable). OR, Combination of Specialized Experience and Education: Applicants may also combine education and experience to qualify at this level. Only completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. (Transcripts must be submitted with application and must include coursework, grade/hours earned, and date degree conferred, if applicable). Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have Education at the graduate level in an accredited college or university in the amounts as defined below meets the requirements for positions at GS-11 Grade level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education for this grade level you must have: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (in excess of the first two years or 36 semester hours) and specialized experience to meet total experience requirements. This position is assigned to the Ambulatory Care Service at the Lexington VAMC, under the supervision of the Service Chief. The care line is comprised of approximately multidisciplinary FTEE and is one of the largest and fastest-growing departments of the Medical Center. The work site is located at the Lexington VA Health Care facility but may require travel to any of the six Community-Based Outpatient Clinics or other offsite locations.
