This is a developmental position, GS-09 FPL GS-11. Management may select at either grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS 09 grade level: One year of specialized experience which includes assist in the formulation of the budget and prepare financial reports for budget execution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education for GS 09 grade level: Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience for GS09 grade level: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS11 grade level: One year of specialized experience which includes 1) revise budget summary information;2) prepare budget/financial documents and reports; and 3) assist with resolving budgetary problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education for GS 11 grade level: I have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience for GS11 grade level: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Control of Funds Cost Estimation and Analysis Financial Management Financial Systems Time in Grade Requirement for GS 09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS 11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements within 30 days of the closing date of this announcement. NOTE: To support the Advancement requirement you MUST submit a copy of your latest non-award SF-50 that reflects your highest grade held on a permanent basis along with your application/resume package. You must meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements. Failure to do so may affect your rating or consideration for employment.
About the Position: This position is located with the Forces Command (FORSCOM), Fort Campbell, KY. Fort Campbell lies on the Kentucky/Tennessee border between Hopkinsville, KY & Clarksville, TN about 45 miles NW of Nashville. Both visitors & residents enjoy the shops & eateries of downtown Hopkinsville & Clarksville. The cost of living is lower than the average for all major U.S. cities.
