You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following: – Experience overseeing the implementation and on-going operation of an applications program management office, such as establishing metrics to measure program/project performance, monitoring resource utilization, and identifying strategic objects and alignment with the organization’s needs, mission and vision.; – Experience leading systems implementation/integration project (business requirements through implementation). – Experience managing a multi-product line portfolio of shared services IT investments by serving as the governance, program /project management expert and technical authority. – Experience and thorough understanding of the Project Management Lifecycle and Systems Development Lifecycle for successful customer delivery; and – Experience using project management software tools and technologies such as Microsoft Project Professional, Microsoft Project Server, Agile Project management software tools such as Jira, and other Program/Portfolio Management SharePoint based tools to manage cross functional programs and projects using best practices In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time in Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.
This position is located at Departmental Offices,Office of the Deputy Secretary. As an Information Technology Program Manager (PLCYPLN) (Program Management Office Manager), you will provide mastery-level knowledge, expertise, and guidance to centralize the management and execution of the EBS enterprise-level portfolio of projects.
