To qualify for this position at the GS-9 grade level, you must meet the following requirements: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience is experience maintaining a budget and assisting with overseeing the budget functions such as tracking obligations and expenditures; reviewing funding requirements; implementing budgetary processes, policies, and regulations; identifying, analyzing, and resolving budgetary problems; providing budget information, reports, and services. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successfully completed a master’s or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree that is directly related, and that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do to the work of this position. To qualify for this position at the GS-11 grade level, you must meet the following requirements: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties this position. Typically, this work would be found within the financial field or a field that is closely related to budget, finance and accountant type positions; and provided knowledge of, and skill in applying, commonly used budget and finance principles, practices, and methods of budget execution and the organizational structure, programs, and work methods sufficient to provide advice to staff members and management. Specialized experience is overseeing budget expenditures, assisting with preparing operating plans, projecting funding, resolving budgetary conflicts, monitoring funds, and preparing budget reports for management. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ Education: Successful completion of a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of this position, such as a degree in business, finance or accounting, if related. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Analytical Thinking Financial Management Technical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. This position is located at the VA Medical Center in Wilmington, Delaware. The primary purpose of this position is to perform work by applying budget analysis theory, concepts, methods and procedures connected with the budget formulation and execution of VAs particular supported programs, systems, procedures, functions, and structures.
