To be considered for NT-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-2 (GS-5 through GS-11) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing authoritative advice on complex HR staffing and recruitment issues; 2) Advising HRO HR Specialists and key management officials on the use, application and policies of various hiring authorities; 3) Resolving problems that management may encounter and accomplishes preventive Human Resource management projects to best serve management’s goals; 4) Interpreting Department of Navy procedures for restructuring and reshaping organizations; 5) Planning and drafting HR management policies and guides to meet the needs and goals of the Command. Applying DoD hiring practices, including using special authorities unique to Science Technology Reinvention Laboratories (STRLs); and 6) Leading a team in identifying, distributing and balancing workload to make adjustments according to priorities. You will serve as a Lead Administrative Professional (Lead HR Specialist) with Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC). This position is part of the Naval Facilities Engineering and Expeditionary Warfare Center (EXWC) Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to GS-12 through GS-14. This position has a control point equivalent to the GS-13 step 10 level. This is a local remote position.
