GS-9 Specialized Experience: One year of specialized experience equivalent to at least the next lower grade level, GS-7, in the federal service. The Specialized Experience for this position is experience in Biomedical procurement and contracting; applies analytical and evaluative methods and techniques to issues or studies of biomedical program operations that are of a procedural and factual nature; experience utilizing standardized administrative practices and procedures to conduct studies of clerical work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution; experience utilizing analytical, interpersonal, and technical skills to apply this knowledge to a variety of difficult and complex work assignments and apply statistical process control to collect, organize and analyze data to determine appropriate decisions; experience with interpreting biomedical standards from The Joint Commission (TJC), and other accreditation and external review bodies; operates personal computer software programs including but not limited to Microsoft Word, Access, Excel, PowerPoint, and MS Visio; communicates abstract concepts and the skill to proofread submitted documents for content, formatting grammar and punctuation, and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations; experience in the use of multiple software programs, to include Microsoft Word, Excel, Access, Publisher, PowerPoint, Outlook and Adobe Professional; experience in delivering written and oral presentations to persons of varying education and interest levels and preparing and delivering briefings to managers on findings and recommendations; experience in data analysis to extract and organizing data for interpretation.. OR Graduate Education: A master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a Master’s degree or LL.B. or J.D., if related. Education must be related to the position and must demonstrate the knowledge, sills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR Combination of Graduate Education and Specialized Experience: An equivalent combination of specialized experience equivalent to the GS-7 level as described above and graduate level education as described can be used to qualify for this position. The Position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Oklahoma City VA Health Care System (OKCVAHCS) within the Clinical Engineering Service Line, Biomedical Healthcare Technology Management (HTM) Section. The incumbent serves as the Program Specialist within the Clinical (Biomedical) Engineering Service coordinating a wide variety of project, data analytic, and quality management tasks.
