In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-14) in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Knowledge and experience applying Federal budget implementation and execution policies and procedures related to administrative control of funds; conducting budget formulation activities; experience with federal policy related to information technology/information management (IT/IM); experience or knowledge of performance reporting; knowledge or experience analyzing human capital resources or functions such as hiring plans and staffing plans; and mentoring, hiring, or developing staff. The ideal candidate will be able to demonstrate the following: Experience in leadership and managing strategic and long-range program planning, budget development and execution, performance monitoring, human resources management, and other administrative services. Thorough knowledge and experience implementing the principles, practices, and requirements governing the Federal budget process, financial management, IT/IM, procurement, human resource management, and related business practices. Demonstrated advanced oral and written communication skills, and experience effectively conveying and presenting complex and detailed information ideas and advice in a clear, concise and logical manner to subordinates, colleagues, peers, senior management officials, and representatives of other institutions, agencies, or organizations. Ability to direct, lead, manage and develop a diverse staff with expertise in technical and support functions (e.g., strategic and long-range program planning, contract management and human resources management) to maximize employees’ and the organization’s potential. Adept at leading in times of change, innovating programs, and delivering results across a broad spectrum of responsibilities.
This position is located in the Office of the Chief Information Officer(OCIO), Division of Resource Management and Administration(DRMA). The supervisor is Susan Kenney. This is a Non Bargaining Unit position. This position is not subject to Confidential Financial Disclosure or security ownership restriction reporting requirements.
