If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 10/12/2023 the announcement close date. You must meet the Basic Requirements listed in the “Education Requirements” section and the “Specialized Experience” to qualify for Supervisory Unemployment Insurance Program Specialist, as described below. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is described as the following, (you must meet 3 out of 4): 1. Providing technical assistance on Unemployment Insurance (UI) Tax program integrity or performance issues to UI stakeholders such as state UI agencies, employers, work advocates, Federal, State, and local workforce partners. 2. Interpreting new and proposed legislation and/or regulations to determine impacts to Unemployment Insurance (UI) Tax programs, ensuring state unemployment compensation laws and/or policies are in conformity with Federal law and regulation. 3. Developing analytical reports for technical and non-technical audiences, drafting policy guidance and/or operating procedures for state and/or Federal UI programs and systems. 4. This position is located in the U.S. Department of Labor, Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI), Division of Unemployment Insurance (UI) Operations. This position is outside the bargaining unit.
