Individual Occupational Requirement (IOR) Basic Requirements: A.) Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or B.) Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Specialized Experience: GS-12: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-11) in the federal service or equivalent experience in the private or public sector. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) experience using qualitative and quantitative data analysis methods to measure program performance effectively and optimize program performance; and (2) experience in data analytics with practical hands-on experience in SQL, business intelligence software, and statistical analysis techniques; and (3) experience identifying trends, problem areas, and inefficiencies through in-depth data analysis. There is not provision to substitute education for experience at the GS-12 grade level. GS-13: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the federal service or equivalent experience in the private or public sector. . Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) experience using a range of qualitative and quantitative methods to assess and improve program effectiveness and streamline management processes and systems; and (2) advanced experience using analytical tools like SQL, Power Query, business intelligence platforms, and statistical analysis techniques for data-driven decision-making; and (3) experience applying various analytical methods using SQL, Excel, and business intelligence tools for complex data analysis and reporting; and (4) experience conducting comprehensive data reviews to identify actionable insights and operational challenges while adhering to legal and regulatory standards. There is not provision to substitute education for experience at the GS-13 grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
The Office of Human Capital Services (HCS) Workforce Planning and Strategic Analysis (WPSA) Division oversees policy development, procedures, and programs for VBAs nationwide human resources (HR) activities. Provides effective, efficient, direction, control, and operation of VBA nationwide programs and services through coordination with the Human Resource Centers (HRC). Ensures appropriate policies and plans exist to recruit, retain, and advance VBA employees.
