In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with MSC organization, as well as its operational, tactical, and administrative relationships with Fleet Commanders, mission sponsors, USTRANSCOM, and its component commanders, the maritime administration, and the Coast Guard. Experience ship characteristics, port facilities, and capabilities, ship capacities and capabilities, cargo loading, related operational conditions, ship stability calculations, stow planning, and securing cargo. Experience planning and organizing programs and independently researching and evaluating shipping information. Experience implement Antiterrorism/Force Protection including DoD Force Protection conditions, Fleet Security Plans, Threat Assessments, and Port Assessments, Individual Ship Assessments, rules of force, and force protection waivers. Experience utilizing the Maritime Homeland Security Operations Planning System. Experience placing delivery orders against Defense Logistics Agency (DLA) fuel contracts as well as budgets for government purchase cards and government travel cards. Experience preparing sailing orders for vessels and briefs masters of Routing Format procedures for vessels making Trans-Atlantic voyages and inspects ships for readiness and appearance and submits performance and overall port performance. Experience arranging the most effective and economical procurement of labor, material, stores, services, etc. and informing the ships of local sources of supplies through which requisitions are to be channeled.
