In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience include knowledge of the fundamental of HR methods, principles, and practices related to military personnel policies, procedures, rules, guidelines, publications, etc. to understand respective programs and services provided. Knowledge of mission and unit is essential. Knowledge of standardized analytical and evaluation methods and techniques sufficient to make informed judgments, provide management advisory, and resolve issues of limited scope. Must have in depth knowledge and skill in using the automated systems, personal computers, and software employed in order to make reports, correspondence, and extract data from these systems. Must possess ability to analyze data/products to determine adequacy of programs and/or deficiencies thereto. Since the position is vested with supervisory responsibilities for civilian employees, incumbent must understand the civilian personnel guidelines and master labor agreement with sufficient detail to converse with specialists from the servicing Consolidated Civilian Personnel Office (CCPO) and/or officials from employee bargaining unit. OR EDUCATION: Applicants have successfully completed a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have at least one year of progressively higher level graduate education but have not obtained a master’s or equivalent graduate degree. Therefore, applicants have a combination of experience and education. Note: You must submit a copy of official transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of military personnel policies, procedures, rules, guidelines, and publications Knowledge of unit mission of the functional relationships between HR specializations Comprehensive knowledge of automated systems, personal computers, and software Ability to analyze data/products and to gather and analyze facts and draw conclusions from information Understand civilian personnel guidelines and the master labor agreement Good knowledge and control of the English language Ability to communicate factual and procedural information effectively with diverse groups of individuals, both orally and in writing Knowledge of Installation Personnel Readiness programs PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
