QUALIFICATION REQUIREMENTS: The Office of Personnel Management (OPM) Job Qualifications System for Trades and Labor Occupations (X-118C, Qualification Standard Handbook) will be used in determining applicants’ qualifications. There is no specific length of training or experience required; however, you must be able to demonstrate through the experience shown in your written resume and your responses to the Occupational Questionnaire that you possess the competencies to perform the duties of this position without more than normal supervision. (RELATED TO MOBILE EQUIPMENT OPEATION) ABILITY OF OPERATION OF MOTOR VEHICLES As an Foreman II Equipment Operator, incumbent must have the ability to do the work without more than normal supervision: repair and replace irrigation structures and facilities in the distribution of water; supervised maintenance crews including equipment operators; able to make timely water deliveries; thorough knowledge of the methods and techniques of concrete work and repairing damaged areas; prepare technical scopes of work associated with maintenance projects. BASIS OF RATING: The first job element is the screen-out element (Ability to do the work of the position without more than normal supervision). Applicants who do not meet the minimum quality level of experience for this element will be rated ineligible and will receive no further consideration for this position. Applicants will be rated upon the statements in their application/resume and responses to the Occupational Questionnaire. It will be to their advantage to give a clear and complete description of any pertinent experience or training gained, including types of equipment and devices with which concerned. The Occupational Questionnaire must be completed in order to show skills, abilities, and knowledge under the elements outlined above. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
This position is located with the Bureau of Indian Affairs, Northwest Region, Wapato Irrigation, in Wapato, Washington.. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
