To qualify for this position all applicants must demonstrate in their application that you possess at least one year of specialized experience equivalent to the next lower grade level. SPECIALIZED experience is experience which is in or directly related to the line of work of the position to be filled and has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must be at least equivalent to the next lower grade or band level in the normal line of progression for the occupation in the organization. To qualify for this position at the FV-J level, all applicants must possess at least one year of specialized experience equivalent to (FV-I) or (GS/FG-13). Specialized experience may include but is not limited to: Conducting inspections at airports to ensure operational safety and/or compliance with FAA standards and regulations; Developing or reviewing Airport Certification Manuals, Airport Emergency Plans, Construction Safety Phasing Plans and other documents required by regulation to ensure current and adequate airport operating procedures; Reviewing and verifying individual airport layout plans, obstruction charts, safety equipment descriptions, construction drawings and documents related to certification requirements Qualification requirements must be met by the closing date of this vacancy announcement. Based on this evaluation, applicants will be placed in one of the following categories: score order, category grouping, or alphabetical and referred to the selecting official for consideration. One KSA has been identified as a Quality Ranking Factor (QRF). A QRF is a KSA or competency that could be expected to significantly enhance performance in a position, but unlike a Selective Placement Factor, is not essential for satisfactory performance. Duties Continued: Airport Compliance Primary functions: Provides technical advice, guidance, and assistance to the airports division employees, government agencies, airport consultants, aviation industry representatives, airport sponsors, and the public on Federal regulations and FAA policy and goals related to the airport compliance program, including the FAA Revenue Use Policy. Coordinates all compliance items with Airports District Office (ADO) and ASO-620 for final review and approval. Conducts Land Use Compliance Inspections at Federally obligated airports, prepares land use compliance reports, tracks progress of sponsor corrective actions through completion, reviews sponsor corrective action plans for compliance with obligations and resolution of findings, provides follow up actions on Land Use Compliance Inspections, and coordinates information on land use audits with ASO-620 and ACO-100 (as approved by ASO-620). Performs review for ADO on all key land release actions, and advises project managers in the areas of land release and land acquisition compliance. Reviews airport audits reported under the Department of Transportation, OIG and Office of Management and Budget Circular A-133 (single audit); and resolves any outstanding issues and findings. Monitors and enforces obligations in order to protect the public interest in civil aviation and achieve compliance with federal laws. This includes the investigation and completion of Part 13 informal complaints filed against airports for alleged violations of various federal laws, regulations, and grant assurances. Applies Federal Law and FAA Policy, and conducts complex analysis to determine if an airport sponsors’ actions are consistent with its federal obligations. Provides information on Part 13 conclusions to assist Headquarters personnel on 14 CFR Part 16 complaints and provides follow up on Part 16 corrective action plans. Conducts GA Airport reviews and provides summary report or other necessary documents as directed by ASO-620. Performs investigations and writes reports that substantiate findings for the basis for administrative or legal action. Work is reviewed rarely, typically through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Performs other duties as assigned.
This position serves as an Airport Certification Safety Inspector (ACSI) and as an Airports Compliance Specialist for the Office of Airports (ARP) Southern Region (ASO-620), Puerto Rico Field Office. As an Airport Safety Certification Inspector (ACSI), this position is responsible for 14 CFR Part 139 compliance.
