This is a temporary Promotion/Detail – Not to Exceed 120 days ** Employees appointed on a Title 38 or Hybrid Title 38 appointment are not eligible for this administrative Title 5 detail. In accordance with VA Handbook 5005, Part III, Appendix N utilization of Title 38/Hybrid Title 38 employees appointed under 38 U.S.C 7401(3) and 7405 for detail or temporary promotion in competitive civil service positions is prohibited. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include:interprets national policies and procedures, developing and implementing local standards, defining requirements and providing advice to top management on related issues pertaining to clinic/provider profile management, Performs data retrieval and analysis for reports, Collect requested data from a variety of multiple sources, compiles statistics and other data. Updates and maintains digital workflow, forms, designs, and resource maintenance requests, such as creating new, modifications, inactivation’s and cancellations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a masters or equivalent graduate degree; or two (2) full years of progressively higher level graduate education leading to such a degree; or a LL.B. or a J.D., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled. Examples of specialized experience would typically include: provides training to all areas impacting resource profile management and trains other staff to perform similar duties and will delegate duties, as needed. Contacts to integrate clinic processes and software applications, solve problems, or to provide advice to managers on organizational or program related issues and concerns, Coordinates all administrative needs of clinic profile building and maintenance, establishing the program goals, evaluating implementation, and data capture components for the Facility. Develops and implements an in-depth training program for the Facility to ensure staff are properly educated and accountable for clinical profiles, scheduling, and data management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have at least a Ph.D. or equivalent doctoral degree; or three (3) full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled. Preferred Experience: Prior training and experience in the operation and management of Oracle Health Revenue Cycle (RevCycle). Experience in utilizing syndicated reporting through the Veterans Health Administration (VHA) Support Service Center (VSSC) published Oracle Health patient access Power Bl reporting. This includes, but is not limited to, metrics pertaining to Appointments, Scheduling Queue, Third Next Available appointments, Utilization, and Resource Bookability for the purpose of identifying obstacles to patient access, making informed recommendations, and assisting in the development of appropriate resolutions. Possessing familiarity and/or experience in the use of VISN 20 BISL and Power Bl syndicated reporting, including, but not limited to, Cerner Appointment Summary, Cerner Referral Summary, and Cerner Wait Time reports, aimed at identifying operational challenges within healthcare settings, providing recommendations, and contributing to the formulation of resolutions. Familiarity with or experience with Oracle Health Discern Analytics for the purpose of identifying operational issues within healthcare and facilitating the development of recommendations and resolutions. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard some physical effort such as standing walking bending or prolonged sitting may be required. This is a temporary Promotion/Detail – Not to Exceed 120 days The Program Analyst works in the Healthcare Analytics and Management department and serves as the Clinic Profile Manager (CPM) for the medical facility and satellite clinics/healthcare system at the Mann-Grandstaff Veteran Affairs Medical Center in Spokane, Washington. This position provides a high level of complex and highly skilled support related to Oracle Cerner scheduling resource management.
