APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Army Aviation Support Facility 2 AOC 2: NG employees in the State Army Aviation Office (This includes AASF 1, AASF 2, and EAATS) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) AOC 5: Individuals who are currently service in another branch of service who are willing to become members of the PANG Military Grades: WARRANT OFFICER: WO1-CW4 Supervisor for this position is CW4 Hill GENERAL EXPERIENCE: Eligibility requirements for Dual Status technician positions in this occupation are based on the candidate’s possession of Federal Aviation Administration pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies. SPECIALIZED EXPERIENCE: GS-11: Application must indicate 1 year experience and competencies in operating a specific main-frame military aircraft, mission planning, and mission preparation. Must have competence to review and analyze mission taskings, intelligence, and weather information. Experienced in supervising and/or filing of flight plans and conducting crew briefings. Experiences include aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations, surveillance, and/or reconnaissance. Skilled to conduct training of crew members in simple to complex mission specific tasks GS-12: Application must indicate 2 years working experiences in civilian aviation programs; or military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in the Air National Guard Operations Groups. Qualification competencies are determined by three factors in combination: The aircraft operated; the nature and purpose of assignments; and the degree of hazard. Application must demonstrate experience in piloting and instructing pilot skills in one or more of the following main-frame/military aircraft: Fixed-wing, rotary, or remotely piloted aircraft (RPA). Experience in mission tasking, intelligence reporting, and applying weather information. Experience in supervising and/or filing of flight plans and conducting crew briefings. Experience in aircraft preflight inspections, aircraft loading, equipment assessments, and mission manning. Experience in operating aircraft controls and equipment. Experience in performing or supervising the work procedures involved in navigation, in-flight refueling; search and rescue operations; or surveillance and reconnaissance. Experience in developing plans and policies, monitoring operations, and advising commanders. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
