Specialized experience must demonstrate the following: demonstrating the following four competencies, as defined: 1. Attention to Detail – Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: ensuring training programs are complete and meet all standards set by higher authority. 2. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: maintain liaison with customers and stakeholders regarding IT system performance and cost impact on mission execution. 3. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: briefing higher authority to obtain approval for required changes in program schedules and budgets, system architecture, and service agreements. 4. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: : identifying root causes of system performance issues and recommending appropriate changes to equipment, personnel training, and organizational policies to resolve them. In addition to experience demonstrating the four competencies above, your resume must show one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector: Planning, developing and carrying out Information Assurance (IA) projects, programs; and establishing work schedules, deadlines, and standards of acceptable work related to digital computers and associated data and voice network equipment Additional qualification information can be found from the following Office of Personnel Management website: General Schedule Qualification Standards (opm.gov) http://www.opm.gov/qualifications/Standards/group-stds/gs-admin.asp. You will serve as a SUPERVISORY IT SPECIALIST (INFOSEC) in the Information Technology Services, Information Assurance/Sec Services of COMMANDER NAVY REGION MARIANAS. THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to recruit positions in the competitive service in the Department of Defense.
