To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 10/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-12 level position you must have served 52 weeks at the GS-11. For a GS-13 level position you must have served 52 weeks at the GS-12 You may qualify based on your experience, as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade of GS-11 for the GS-12 or GS-12 for the GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Examples of specialized experience would typically include, but are not limited to: experience providing technical and professional advice; interpreting complex technical and factual issues; establishing goals and policies; proposing and reviewing regulations and procedures; and resolving high-profile and sensitive issues. Your resume must demonstrate mastery of the profession of financial management, mastery and skill to serve as an expert consultant and advisor for financial management issues, and demonstrate skill in written and oral communication to represent the organization. You will be rated on the following Competencies for this position: Communication Financial Analysis Manages and Organizes Information Organizational Performance Analysis Principles of Finance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary; however some travel to conferences, meetings and site visits to the North Atlantic District cemeteries may be required. Work Environment: The work is usually performed in an office setting. Selected applicants will be required to complete an online onboarding process.
This position is located at the NCA North Atlantic District Office in Philadelphia, Pennsylvania. The incumbent serves as the principal financial advisor in the NAD office and provides advisory services to the NAD Executive Director, NAD Chief of Operations, NAD staff, Cemetery Directors and their staffs on all aspects of the financial administration program in order to assist them in performing their managerial and operational functions.
