Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicant has or will have within 120 days of closing this announcement at least one year of specialized experience equivalent to GS-13 grade level or equivalent in the Federal service. This specialized experience includes, but is not limited to researching, interpreting, analyzing and applying real estate laws, policies, regulations, and instructions; planning and assigning workload and schedules to make sure organization and customer needs are met; knowledge of real estate accountability; and meeting with real estate customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of AF real estate, asset management, budgeting, and real property information management system principles, practices, techniques, and procedures to effectively supervise AF real estate accountability used as the foundation for virtually all strategic capital investments Knowledge of safety and security regulations, practices, and procedures Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to assess issues, develop resolutions, and incorporate into long-range plans. Ability to, coordinate and integrate work products performed by subordinates, other realty specialists and the AF Real Estate Subject Matter Expert Ability to communicate effectively, both orally and in writing using tact and diplomacy by various methods with diverse groups of professionals. Ability to produce quality presentations. Must be able to speak effectively to high ranking officials within the Department of Defense when representing the U.S. Air Force. Knowledge of DoD Real Property Inventory Requirement (RPIR), NexGen IT, and the real property business practices used for the documentation of real property transactions. Knowledge of AF and DoD information management systems, databases, and coding sufficient to manage real property accountability for the entire AF, including reconciliation of inventory and multiple complex accounting activities and to hire additional consultants needed to execute Department of Defense real property accountability initiatives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
