Program Analyst (Evaluator)

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. TO QUALIFY AT THE GS-12 LEVEL: Applicants must have one full year (52 weeks) of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates all of the following: Utilizing research methods to review quantitative and qualitative evaluation of international capacity building programs. Assisting with the review of evaluation proposals, evaluation plans, performance monitoring plans, evaluation terms of references, baseline survey reports, and/or evaluation reports of international capacity building programs. Assisting with the review and development of monitoring and evaluation standard operating procedures, technical guidance documents, and/or handbooks based on demonstrated knowledge of the relevant laws, regulations, policies, and procedures (e.g., Government Performance and Results Act, Foreign Assistance Transparency and Accountability Act, and/or the Global Food Security Act). Note: There is no education substitution for this grade level.
The McGovern-Dole International Food for Education and Child Nutrition Program helps support education, child development and food security in low-income, food-deficit countries around the globe. The incumbent will serve as an Evaluator and is responsible for providing day-to-day monitoring and evaluation support to food assistance programs in GP.
