In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuing changes in program plans and funding. Knowledge of a wide range of aircraft maintenance concepts, principles, and practices related to AMC aircraft types. Specialized practical and theoretical knowledge of AMC aircraft and skill in applying this knowledge to difficult and unusual situations. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time–in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive and thorough understanding of custodian authorization custody receipt listing account management. Thorough understanding of and skills with maintenance information and global decision support systems. Knowledge of tool, equipment and materials accounting, security, safety regulations, practices, and procedures as outlined inapplicable safety standards, regulations and technical orders. Capable using supply procedures, the publications order system, and documentation procedures. Understanding of aircraft maintenance quality control procedures and program management. Competence with basic Microsoft suite and AMC/HAF proprietary database programs. Thorough understanding of a wide range of aircraft maintenance concepts, principles, systems and practices of AMC en route operations for AMC mission-design series aircraft as well as associated systems and system interrelationships. Skill in identifying and analyzing complex technical problems and developing innovative solutions. Knowledge of the theory, operation, and integration of all mechanical, pneudraulic, electrical, propulsion, communication, navigation, indication, fuel and flight control systems, and associated trades such as fabrication, paint and aerospace ground equipment for AMC mobility airlift aircraft (C-17A and/or C-5 experience preferred). Knowledge of the startup, operation, shutdown, and emergency procedures for aircraft systems; diagnose symptoms of normal and abnormal operation; and inter-relationships between operating systems. Skill in analyzing and interpreting engineering drawings, instructions, technical manuals, and technical data. Knowledge of aircraft ground functional test procedures including engine run-up test and monitoring to include knowledge of how a variety of aircraft parts, accessories and components are removed and assembled. Ability to determine when new aircraft assemblies should be installed, repaired or reworked and the extent of adjustments required. Ability to develop and conduct training to ensure proper maintenance of assigned systems and equipment. Knowledge of and skill in continuous process improvement principles, practices, methods, and procedures. Ability to communicate well both orally and in writing through the use of briefings, and reports. Ability to provide technical advice to senior leaders and maintenance technicians on assigned systems/equipment. Skill in developing interpersonal relationships, maintaining good working relationships, and working cooperatively as a member of a team. Ability to plan, organize and reprioritize work to meet changing deadlines. Knowledge of personnel management policies, practices, and procedures, including the ability to adjust work operations to meet emergencies; the ability to change program or production requirements within available resources and with minimum sacrifice of quantity or quality of work; and the ability to establish program objectives or performance goals and assess progress toward their achievement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
