Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience — education equivalent to one of the majors shown in A above (physical science, engineering, or mathematics) that included at least 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics, plus appropriate experience or additional education. For GS-13: In addition to the individual occupation requirement, You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Specialized experience is defined as experience in using environmental laws, regulations, policies and procedures to develop, review, and evaluate complex and sensitive issues and proposals, including those related to at least three of the following: remediation or removal of environmental hazards, cleanup of hazardous waste sites, or remediation of abandoned mine lands; simultaneously managing multiple environmental programs including resolving technical problems, planning objectives for assigned programs, establishing schedules, managing budgets, and providing direction to ensure environmental compliance; communicating orally and in writing to present sensitive recommendations or information of technical complexity; conducting environmental site assessments to determine need for remedial action; and/or implementing strategies to resolve resource management, public health, hazardous waste disposal or facility compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. There is not substitution of education at the GS-13 level. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Office and field work are needed to accomplish the duties of the position. Office work for the most part is sedentary requiring long periods of sitting. Outside working conditions require physical stamina for frequent field work or lengthy travel and exposure to sometimes unpredictable weather conditions including flash flooding, powerful microbursts, and haboobs (intense dust storms). Fieldwork often occurs in rugged desert or mountain terrain where the climate may be extremely hot, cold, wet, or windy. Assessments, inspections, and investigations often necessitate hiking or vehicular travel over rough terrain to remote locations. Field work involves operation of 4 X 4 vehicles over rough terrain and walking, bending, climbing over steep terrain covered with brush, rock, and other debris which is unstable and can cause falls. Work Environment: The work environment will consist primarily of an office environment, with some office duties conducted in a meeting setting. Periods of varying length of sedentary duty in front of a computer are expected. However, some work occurs in field conditions which require a person to be in sound health and be able to withstand extreme weather conditions including extremes of cold and heat which cause both mental and physical fatigue, where temperatures in the winter may be below freezing in the mountain and plateau regions and exceed 110 degrees in the deserts during the late spring, summer, and early fall. Occasional travel is required in the position. Although safety protocols and precautions are exercised, program operations related to inventories, investigations, incident responses, site assessments, and other duties may result in exposure to regulated or hazardous material substances. Mitigating the risks of acute or chronic exposure to toxic materials or potentially deadly physical hazards during investigations and site cleanup warrants the highest level of attention and professional judgment. Use of personal protection equipment is required in situations that pose bodily risk due to a potentially contaminated site. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated safety officer.
