Naval Facilities Engineering Systems Command - Department of the Navy

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience managing command-wide programs such as the complaint Processing Program, Affirmative Action Program, and all programs under the Special Emphasis Program; Experience counseling to emmployees, former employees and applicants for employment who believe they have been discriminated; Experience counseling aggreived persons about the EEO complaint process; Experience writing and preparing written counselor reports; Experience counsulting with cognizant line officials, attorneys, union officials, and other HR employees to develop resultions and disposition to EEO complaints. For the GS-11:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience counseling employees, former employees and applicants for employment who believe they have been discriminated; Experience writing and preparing written counselor reports; Experience writing and preparing written recommendation for acknowledgement for investigation or dismissal of the complaint to the serviced activity; Experience managing various databases in order to prepare reports/statistical data; Experience providing advice and assistance to managers, supervisors, committees, employees or applicants on legal and procedural EEO program issues and requirements; Experience managing various reocurring EEO reports including reports of accomplishment, complaint workload, etc. Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
