To meet the minimum qualifications for this position, you must meet either the education or specialized experience qualifications for the grade at which you are requesting consideration. For the GS-07: To qualify on Experience, you must have at least one year of experience equal or equivalent to the GS-07 grade level, which included: Experience reviewing and reconciling financial reports and/or accounting data for completeness and validity of work assignments; AND Experience performing a full range of financial and/or accounting duties in accordance with legal and statutory requirements. Or, to qualify on Education, you must have at least 1 year of graduate-level education OR superior academic achievement (transcript(s) are required for verification). You can also qualify based on a combination of graduate education and experience. This must be fully supported in your included resume and transcripts. For the GS-09: To qualify on Experience, you must have at least one year of experience equal or equivalent to the GS-09 grade level, which included: Experience reviewing and reconciling financial reports and/or accounting data for completeness and validity of work assignments; AND Experience performing a full range of financial and/or accounting duties in accordance with legal and statutory requirements; AND Experience responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries. Or, to qualify on Education, you must meet one of the following (transcript(s) are required for verification): Master’s or equivalent graduate degree; or 2 full years of progressively higher-level graduate education leading to such a degree; or A LL.B or J.D., if related You can also qualify based on a combination of graduate education and experience. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Principles of Finance – Knowledge of the basic principles, practices, and methods of financial management, including requisitions, apportionments, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines. Written Communication – Writes in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal clues, and responds appropriately. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This Assistant Transportation Finance Specialist position performs both financial and administrative functions to the FHWA Indiana Division Office. This includes providing a variety of duties in the areas of financial management, management analyses, procurement, and administrative support.
