Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes Application of cybersecurity principles, concepts, and methods; and mastery of the infrastructure protection environment sufficient to serve as the technical authority on all aspects of IT, including networks, systems, services, and infrastructure to develop long-range plans for cyber management technologies that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT system vulnerabilities. This includes an advanced understanding of cybersecurity frameworks and standards, such as NIST, ISO/IEC 27001, and the Cybersecurity Framework, applying enterprise IT architecture, DoD cybersecurity policies, and agile project management principles to anticipate, assess, manage, direct, and minimize system vulnerabilities. In depth knowledge of cybersecurity technologies and their application across platforms to enable cybersecurity programs. Understands cybersecurity policies, programs, and strategic initiatives, to enable collaboration with agencies outside the command, as well as develops and implements cybersecurity policies, directing, and managing daily cyber operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of cybersecurity theories, principles, concepts, standards and practices necessary to serve as the technical authority on all aspects of information technology (e.g., networks, systems, services, infrastructure). 2. Knowledge of cybersecurity, computer network defense and defensive cyber operations management, maintaining information technology resources, particularly the creation and management of standards-based information technology architectures and direction of daily cyber operations supporting the Commander, USCENTCOM. 3. Knowledge of laws, regulations, policies, and ethics as they relate to cybersecurity and privacy. 4. Knowledge of cyber threats and vulnerabilities. 5. Skill in assessing the impact of implementing and sustaining a dedicated cyber defense infrastructure. 6. Ability to apply cybersecurity and privacy principles to organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). 7. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
