Specialized Experience. Possession of at least one (52 weeks) of specialized experience equivalent the FG/GS-5 grade level. Examples include: utilizing database systems and other electronic media to enter, revise, track and store environmental data and statistics; applies knowledge of standards, regulatory requirements, and pertinent statutes sufficient to provide support in conducting compliance assessments and providing routine technical assistance to more experienced specialists/staff and managers in conducting environmental studies and analysis; OR one full year of graduate level education OR equivalent combinations of specialized experience and education. FG-9. Specialized Experience. Possession of at least one year (52 weeks) of specialized experience equivalent to the FG/GS-7 grade level. Examples include: experience in the application of environmental policies, organization, operations, work practices, and parameters to recommend changes and control measures; collects data for review/study, verify results, and discuss technical aspects of work with scientists, engineers, and/or other environmental experts; utilizes standard data gathering and analysis techniques to collect and review technical information on environmental activities, air quality and to assist in identifying problems and recommending solutions; OR master’s or equivalent graduate degree OR 2 full years of progressively higher level graduate education leaving to such a degree OR LL.B or J.D., if related OR equivalent combinations of specialized experience and education. FG-11. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FG/GS-9 grade level that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: applying environmental laws, regulations, principles, theories, practices, and procedures to provide support technical support on studies dealing with environmental requirements; research and analysis of domestic aviation policies as they pertain to aviation emissions and fuels; supporting research and development projects aimed at mitigating aircraft emissions or improving fuel efficiency; participating in the review of federal actions for compliance with the National Environmental Policy Act (NEPA) and related regulatory guidance; assisting in the preparation of technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality; OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related; OR equivalent combination of specialized experience and education. FG-12. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FG/GS-11 grade level that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: applying environmental laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with environmental requirements; application of international aviation policies as they pertain to aviation emissions and fuels; supporting research and development projects aimed at mitigating aircraft emissions or improving fuel efficiency; participating in the review of federal actions for compliance with the National Environmental Policy Act (NEPA) and related regulatory guidance; assisting in the preparation of technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality. FG-13. Specialized Experience. At least one year (52 weeks) of specialized experience that is equivalent to the FG/GS-12 grade level that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: synthesizing work products across a wide variety of environmental disciplines; editing technical documents for dissemination to internal/external audiences; conducting environmental studies and analyses related to the environmental effects; preparing technical documentation for special purpose environmental laws and regulations, such as those related to cultural resources, threatened and endangered species, noise, water quality and wetlands, and air quality as applicable to related orders or notices (i.e., FAA Order 1050.1 F, Environmental Impacts: Policies and Procedures). FG-14. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FG/GS-13 grade level that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: conducting studies, surveys, and audits to identify environmental problems, root causes and provide corrective actions/guidance; synthesizing work products across a wide variety of environmental disciplines; editing/writing complex technical documents to convey information to agency officials and personnel at all levels and to the general public; overseeing the environmental regulatory process, including scoping, public participation and public notice and communicating processes to others; reviewing integrated noise modeling and/or establishing noise contours; reviewing air quality assessments; evaluating historic/architectural/archeological/cultural reviews, Endangered or Threatened species reviews, and/or wetland delineations and mitigation measures. FG-15. Specialized Experience. At least one year (52 weeks) of specialized equivalent to the FG/GS-14 grade level or equivalent in other pay systems) that provided the knowledge, skills, and abilities to perform successfully the work of the position being filled. Examples include: representing the agency on domestic and international matters and technical committees concerned with aviation environmental issues such as noise, emissions, and fuel consumption; providing policy recommendations and operational guidance on environmental and energy conservation matters pertaining to aviation operations within the National Airspace System; overseeing the development of aviation environmental noise and emissions long-range policy and operational objectives; and establishing priorities for research and development programs, and special studies to advance aviation environmental protection and energy conservation, including the areas of aircraft noise and sonic boom, emissions from aircraft engines and aviation-related ground sources/support facilities, climate change and adaptation, and alternative aviation energy sources and use.
