GENERAL EXPERIENCE is experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment. SPECIALIZED EXPERIENCE / EDUCATION is experience/education which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. To qualify for this position at the GS-11 level, you must meet the Specialized Experience, Education, or a combination of both as described below: Specialized Experience – Must have at least 1-year specialized experience equivalent to at least the next lower grade, GS-09. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Develops, coordinates and distributes Funding Allocation Targets to division and PM accounts using the State Automated Budget System and the State Accounting and Reservation System. Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. OR Education – Possess a Ph.D, an equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Major study must be in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Combination – A combination of Specialized Experience and Education as described above. Only graduate education in excess of that required for a Master’s degree or equivalent may be used when combining education and experience to meet the total qualification requirements. NOTE: In order to qualify for this position using a combination of experience and education, you must submit a copy of your transcripts. **In order to use education as a substitution for experience or as a combination of experience and education, you must submit a copy of your transcripts. If submitting transcripts from foreign universities/colleges, you are required to submit a credential evaluation from a private U. S. organization that interprets your foreign education or degree. To be acceptable for Federal employment, foreign education must be equivalent to education or degrees acquired at accredited colleges, universities, or educational institutions in the United States. EXPERIENCE REQUIREMENTS: Resume must have complete dates and hours worked per week for each occurrence of both civilian and military employment (Example: 2 JAN 1980 to 3 MAR 1981; 0800-1630 M-F or JAN 1980 to MAR 1981; 40 hrs/wk) Use of year only will result in disqualification. Length of time is not of itself qualifying. Your experience will be evaluated on the basis of duties performed. Your record of experience, training, and education must show possession of the following knowledge, skills and abilities needed to fully perform the duties of the position: — Detailed and intensive knowledge of the policies, goals, objectives, regulations, and guidelines of the budgeting program for the Army National Guard. Knowledge of computer-generated reports to ensure that changes in funding is reflected in the state adjustments. — Ability to identify programs where short falls in funding will occur if funds management is not exercised to meet short suspense dates and times when the effects of state missions impact the budget. — Knowledge of budgetary laws, Department of the Army (DA), NGB, and USPFO policies and regulations and the internal control programs to ensure that review coverage is appropriate to meet established objectives. — Knowledge of ARNG and state level financial management objectives, missions, policies and systems and their relationship with national and local organizational elements to advise the Financial Manager on a wide range of budget management issues.
